What does "intentional criminalization of black & brown communities" mean?

Do they mean that some white boogey man intentionally armed Daunte with a gun, pushed him to hold a woman by force to steal her money and threaten to kill her?

Does it mean that there is some white ghost out there urging black and brown communities to commit crimes?

Maybe it means that because of white skinned individuals engaging in their cultural norms, has oppressed black and brown folks to feel bad about their own cultures, which in turn has created a tendency to be criminals.

How does one "intentionally criminalize" someone?
