It's actually even worse than the poster imagines. They're going to hire an unqualified BIPOC to be the new boss. Then, there's going to be friction between the new boss and OP. No matter how much OP tries to suck up to the new boss, the new boss will hate him for being more qualified.

Not only did OP miss out on the promotion, but OP will also be out of a job soon.
