Well, he is a Christian, after all. He says people won't be able to swear, but if there are millions of people using Frank every day, I don't see how he's going to monitor that. It does go against the very concept of free speech: rules and regulations limiting free speech from the outset. On the other hand, he is a Christian, I mean, maybe deep inside him, he can't just let that happen. Or, what's more likely, he has to do things to prevent the N word from appearing, or anything that would allow Frank to be branded as racist etc, so that he has to have a list, enveloping that one fact in a list. Dunno.
