Yes, but there is no way to mitigate potential future crime to limit criminal charges. Manslaughter, I believe can only be applied when not showing "purpose or intent" to kill. This is what she was charged with I believe. Murder charges, would have to show the officer's intent to kill the victim. Would be upgraded to a 1st degree Murder if she planned ahead to kill him
