They can bypass the constitution by making that area of government smaller and declaring it a state. There is no laws against declaring a land mass a state. And they can go past requiring a constitutional amendment. However, DC already gets 3 ECV so they want 3 more. So, if a city state can exist, All States can do the same whereas Texas could make 30 city states for 90 ecv plus the amount they have now currently and that would give them 128 ecv. So fuckery would be afoot across the land. Then, all over the USA, states would do this as well.
