He also could've shut down all BLM rioting with his Stafford Act powers - the POTUS has the ability to quarantine all individuals suspected of being infected of a disease using civilian or military forces. It was the perfect excuse to shut down BLM - use COVID and quarantine all of them.

I do not like the precedent of a President using enforced quarantine on a disease with a 0.1% fatality rate in order to advance his political agenda.
