I have one question, why would the country pay black people before Indian people?

I have a BIA roll number and it has gotten me absolutely zero.

Don't get me wrong, I don't think the Feds owe anyone anything for stuff that happened over a hundred years ago, but why the huge push to pay a bunch of people that have zero actual ties to slavery?
