Well look what they were doing in some parts of Africa. They were giving land and irrigation machines to blacks who applied for it, and they never used it to grow crops because they were too busy showing off their new gibs instead of using it for its intended purposes.

Read a post a while back from some anon who explained how he new a guy who would volunteer to help black Zimbabwe farmers grow crop. He managed to get them to grow something, make money and forced them to stockpile fertilizer and seed for the next season. After that season ended, they made even more money and this volunteer assumed they would just continue and he left. Turns out the black farmer spent all his money on buying gifts for family and friends and just showing off how rich he was, that he never purchased the required materials for next harvest and ended up losing a ton of crops.
