You're right... civilian is way better 😂 I'm in gov and we only switched from doing calculations by hand on paper to computer software about a decade ago. A friend of mine works for a defense contractor and his work laptop crashes if an excel file is too big. Private industry will always have more advanced tech than what the government works with.
