Not entirely true , I think; it's a running theory. Syria is working on re-entering the Arab league and therefor certain arrangements are need to be made and so here's my theory; they will get sanctioned by western powers because they won instead of the terrorists and so the US would probably be kicked out away from their precious oil fields.

To prevent any harm from sanctions you need be to be sanction proof like Russia and China which are unveiling their digital currencies. Syria can hop onto the digital ruble and start trading with Russia and China which are markets large enough to support their whole economy, for this to happen you need a clean slate and loyal people and I think that is what is happening here.
