Okay so I am someone who naturally laughs when I'm nervous or caught off guard.
Watching and hearing her laugh, I know this is exactly why she is laughing. She is absolutely nervous. The only thing is she knows things about the border that is making her nervous. She's the fucking vp she could very easily just say "I'll visit soon" and be done but she can't. She has the burden of knowing something we don't (well we pretty much do) which is why she is laughing nervously.
Anyone who naturally laughs when nervous or anxious can see her 'tells' too.
