They literally state that racial data on perps doesn't help. Anyone with a wit of common sense knows that racial data does help. Especially when the majority of the problems come from one group really does help.
They're hammering us with this in the federal civilian workplace. The director sends mass emails after every high profile "hate crime." There is a very clear pattern: when the attacker is white, she ALWAYS says that explicitly; when the attacker is black, she NEVER mentions the race of the attacker. Very clear racism.
