We do not collect information on perpetrators because we’re centering what’s happening to Asian Americans and Pacific Islanders. We already know that every group holds implicit biases against other groups. We are not interested in racially profiling other groups or inflaming tensions between groups. Racial data on perpetrators doesn’t help in developing policy to protect Asian Americans and Pacific Islanders.
They literally state that racial data on perps doesn't help. Anyone with a wit of common sense knows that racial data does help. Especially when the majority of the problems come from one group really does help.

They do NOT record the race of attackers so as to not increase division, but they imply white supremacy.
