The only bargaining chip people at the bottom have is a lower wage. Once they start to work and gain skills and knowledge, they can command a higher wage. That's how it works. With a high minimum wage, you never get the job, and never gain any skills. If you have to pay the higher wage anyway, why wouldn't an employer higher someone with more skill, rather than someone they have to train?
