She is being charged, so the question is whether or not she was justified in shooting him. I believe she was, but what do you think?

That the perp bears primary responsibility for what happened. Everything that happened once he decided to run was his fault. Were the cops inept? Yes, but we would have never known that if dumbass didn't already have a warrant, and didn't try to get away.
