So this subject came up in 2010--everyone was horrified that members of Congress frequently traded on laws they were about to pass.
Everyone was up in arms, Congress said they would address it and then nothing.
It reared its ugly head again a few years ago when it became apparent nothing had been done and Congress was up to its same old tricks. Big outrage. NOW something would be done.
But, apparently not. Congress cannot oversee itself. That much is apparent.
