There are none. Zero. There are only negligent people like Dirk Diggler who mindlessly and ignorantly raise feral dogs, out of laziness or stupidity, and then pretend dogs can't be trained so that they're not responsible for their dog attacking someone.

You have never, ever, seen a dog raised from a puppy by someone with an IQ over 45, that attacked someone because derp "dogs can't be trained" derp. Never happens.

That .1% doesn't exist, unless we're talking about disease or illness artificially impacting behavior. A dog with rabies or a brain tumor.

You are 100% responsible, 100% of the time, for your dog's behavior.
