Yep. The statement from the governor is 100% intellectual dishonesty. It takes about half a second to swap 'white' with 'black' in this scenario and you'd instantly see it would never fly. Nowhere in America today would anyone be able to exclude black children from a scholarship and not suffer crippling repercussions.
