Adult gang members here are having underage gang members do their gun crimes because of softer penalties for minors. The adult with him had given him the gun moments before this all happened. After adult had fired the gun leading to the 911 call.

Kid is not innocent by any means. But adult gang members here are exploiting these teens. Teens are willingly going along with it but it is a problem.
