Can't be done. Senators used to serve at the state legislature pleasure but no longer. I forget the amendment that did it.

Senators can now only be removed by the Senate itself.

That was a big mistake. It looked like "more democracy" but it simply disempowered the states and made the FedGov supreme.

With state-legislature appointed Senators, they could prevent any unfunded mandates or DC power grabs by holding up that or other legislation or refusing to appoint anybody until the House backed off.
