With state-legislature appointed Senators, they could prevent any unfunded mandates or DC power grabs by holding up that or other legislation or refusing to appoint anybody until the House backed off.

Can't be done. Senators used to serve at the state legislature pleasure but no longer. I forget the amendment that did it.
