Mental condition? If the man in question does have a mental condition (which from this article suggests a handicap) that would make him incapable of knowing proper social behavior to that extent, then he would likely be in either a group home or still with his parents, both of whom would be legally responsible for him and safeguarding both the community and himself.

And if it isn't a mental handicap, then yeah, this is a case of a potentially dangerous pervert who needs to be locked up. Either way, especially after the baby incident, why wasn't something a bit more proactive done about him?

Where was social services in all of this?
