Just because the state takes away the mandate does not mean the local municipalities take it away. Here in Florida there is no state mandate but counties still have one. The county I live in still requires masks in all businesses.
I thought the Governor had his executive order that prevented mask orders more strict than any he sets and he didn’t set any therefore I thought it was only private business that could force it?

In some places yes. Where I am in Palm Beach country all businesses require them. Trust me I’ve tried to go in without one.
