Yes it is factual. 13/50 is as real as anything. The only problem is that it isn't sufficient to explain what's actually going on. You could probably reduce 13/50 even further and say 1/50. Meaning that a fraction of blacks are responsible for half of all total voilent crime. But that would mean that the 12% of the total population that is black but not committing any crime would be innocent. If you want the solution to a cultural problem, it doesn't come from blaming people for things they didn't do.
(and yes, before gormmmm comes in here to rant, I'm aware of the disparities in average IQ, but if that's your only criteria for judgement, there's a whole lot of whites who would fail that test)
13/50 (more like 4/50, as you suggested) is just the tip, though. The problem runs much deeper. Something like 83% of blacks are in jail or on welfare.

Your generality is exactly the problem. 13% are of one race. It is not 100% of that race that is an issue and to insinuate that is actually racism. And it is wholly abhorrent. Yes, on average, black people commit more crime, but that does not mean that every black person is more criminal.
