while waiting for hand-outs from CARE will not show as high IQ as those
of their tribe who were born and raised in America because their mother
managed to enter as a refugee.

IQ tests are is intended to measure intellect within a defined set of parameters.
Obviously, you should have a GENIUS IQ if answering a test made for 5 year olds and probably we can expect an IDIOT IQ if answering a test made for people who did an average person test and rated 149+ on it, because they'd be asking very difficult questions to refine their IQ rating.
A good IQ test for you and me would ask natural-science-related questions which no jungle people could reasonably answer, especially in a state of long term starvation. They've never seen a "gear set" or "a hammer and feather" or been taught about gravity or other things we'd be asked about.
