Member when the FBI was texting and encouraging the shooters at the "draw muhammad" event in Garland,Texas?

it became known that an undercover FBI agent was in a separate car directly behind the pair when they began their attack. He was taking pictures moments before the first shots were fired, and then tried to flee the scene once the attack began.

Additionally, it was revealed that the undercover agent had messaged Simpson in the weeks prior, saying, "Tear up Texas," soon after the "Draw Muhammad" event had been announced.

I think it's because they want the most "solid" case when they prosecute, and present evidence of actionable intent to carry out an attack. The defense will probably claim entrapment and that the person being charged would never had done it if not for the FBI agents prodding him along. Problem is, when you push someone along to do something but fail to arrest them before they actually fucking do some terrorism...
