As far as I know; legal and illegal immigrants wants to go to the big cities. Here in Sweden there are stories from time to time about legal immigrants that refuses to get of the buses when they get sent to small, rural northern areas.
Not a lot of gubmint welfare in smaller towns. Also easier to blend into the shadows, undetected, in bigger cities.
