Where is Xiden getting all this money he's throwing around? Literal in the 10s of billions. I thought congress was in control of the nation's purse. Trump had to move heaven and earth just to get 5 billion for the wall and he did that through the military budget. Where the fuck is Xiden getting this money from?

The money would still have to be allotted and a bill would have to be passed to do that.
