Rob is long dead, but Doug is probably controlled completely by the Chinese. The RCMP has allowed China to operate in Canada for years. It's been awhile since I researched it, but there was a report on the RCMP site detailing China's drug operation.
Rob wore his faults on his sleeve. He might not have thought so but he was stronger than Doug because of it. Doug cant bare to show any faults or even own up to them. He doubles down and hurts people as a result. Makes me wonder how much this dynamic affected Rob's getting into drugs.
