It's worse than straight-up "fuck you, I'm the King" tyranny because more people go along with it and support it. At least when the tyrants are being open about taking power just because they feel like it, almost everyone disrespects and defies them in private and it's a lot less likely someone you think is your friend is going to rat you out.
