They are deathly scared of more people taking action. They likely have meetings about what to do if lots of people start taking action because they know if that happens, they're fucked.
That's in part what these show trials are: demoralization. They want you to think long and hard (kek) about taking a stand. They want you to see how even obviously legal actions can ruin your life and the life of your family, lead to job loss, etc. They are increasing the price of action to keep its supply low. Unfortunately for them, at the same time they're increasing the price of inaction. At some crossing point in the future, those two prices are where the fate of freedom will be decided.
