The school not caring about the librarian being a crazy lady who just decides to cut half of a girls hair off against her will doesn't sound right at all.
My guess is the kid didn't like her new lopsided haircut. Maybe other kids were teasing her about it or she was pouting and crying. Librarian comforts her and asks what's wrong the girl says something like "another kid cut my hair on the bus and now my hair's all fucked up". Librarian asks if the kid wants it fixed, gets a yes, and evens out the hair. Kid knows how excitable Daddy is about BLACK GIRL HAIR and how she shouldn't let anyone cut it and tells him the librarian just walked up and started cutting it.
When I was in school in the 1970’s, we had a principal who would not tolerate long hair on boys. He would take them to the barber during the school day to get their hair cut and never ask the parents.
Every article now is bringing race into every incident. They are making sure to mention if someone is white, but not if they are non-white. Years ago, it would be common to point out if a person was black or not and ignore if they were right. But I was taught that wrong, and that was right. It is wrong -- no matter what color your skin is. Why not mention the color of the person's hair?

Agree on two year olds being in school. They need, if possible, to be at home with a family member, cuddling, holding their blankies, playing with toys and taking naps. Mom’s day out a couple of days a week is fine.
Michigan is probably one of those states that has strived regulation of Cosmetology etc. File a complaint against the teacher with the appropriate regulatory agency.
