I've had it in my mind for a while that we should have some level of compulsory service for full citizenship. Similar to Isreal, Sweden, and the Starship Troopers movie.
Something like 6 months to a year in a civil or military service program. That way, potential citizens (child or immigrant) have to actually learn and interact with their society to some degree before they are allowed to vote.
So, if you are too stupid to be of any use to your society, you can still live in it. You just can't vote or own firearms.
In other words, this system would treat children like children at any age until they prove themselves to be an adult. Hell, you could possibly have an option for children to elect for early service, as only those with strong motivations (future boons to society) will even bother.
