The theory goes that certain government entities (agencies) facilitated the illicit drug trade in order to raise untraceable funds for unofficial clandestine operations. Part of the scheme involved paying influencers to promote music within the urban Black sub-culture that would encourage drug use, thereby creating demand for the product that was funding their activities.
One one hand it all seems like a ridiculous house-of-cards. On the other hand, it may not have taken much effort at all as the sub-culture was heading in that direction on it's own.
