You want cement. Contact cement. It’s not a fast process, but once dried is hard to remove.
You’ve gotta get the thickness just right or it doesn’t dry fast enough to slap the paper up. You’ll be using a roller to put a thin coat on the pole and the back of the paper. I haven’t done this in a while, but there may be more viscous forms on the market that become tacky in just 30 seconds. You want to put them on clean, dry surfaces that smooth for best results.
Ooh, that stuff is expensive (~$7 a can) but it's quick and effective, wheat paste seems like the real deal but nowhere near as convenient, stealthy, and quick, as spray adhesive.
I have actually done this in the past, but I am not sure / can't remember what we used because I wasn't the one who had made the solution we were using. What we used was clear though and we would dip a regular paint brush in and simply paint over the top of the flier. You could put them on any smooth surface such as light poles or street signs or bus stop walls or just anything smooth... and they would stay for a looooooooong time. Seriously it took forever for these to be removed or covered by anyone.
This is just to say.... what you're talking about is completely doable. I just can't recall what it was that we used...

True, but pricey and probably a bit more than necessary, also you're supposed to damp whatever you're gluing when using gorilla glue.
