So, let me get this straight.

The positive tests have a high correlation with the number of tests taken, regardless of the number of tests taken.

This leads to more testing giving the appearance of higher infection, but the percentage infected remained steady.

Am I reading that right?

Yea, that's what it looks like. When cases are rising, people get worried and they get the test themselves, leading to a positive feedback loop.

The more testing, the more cases because of the false positives and "asymptomatic" cases (also known as not sick).
