I find it hard to square that part up. I do think the vaccine push is HIGHLY suspicious to say the least. But if it's harmful in itself AND harmful to those who don't take it, then isn't it harmful to everyone, including the evil a-holes who are pushing it?

Not if the evil ones have taken other things to protect them against what they push. Since they create the disease and the "solution" they are already well prepared in advance with precautionary against both.
Unless they themselves are taking an actual vaccine that protects them from the herd spreading.
I would imagine when they develop the bio-weapon they also develop an antidote.
Maybe this is an excuse to field test and improve their genetic manipulation.
If they're happy with the "safety" of their "vaccine" then they can release a truly deadly virus, perhaps with an 80% or 90% mortality rate.
Then if you don't take their "vaccine" once every six months you'll have an 80% or 99% of dying.
The people pushing it aren't getting it and aren't around others that did. They're well insulated.
