Parachutes don’t land in urban areas. Holding patterns are racetrack shaped and based on time so length varies with speed. They still broadcast the signal though. It isn't much more complicated than hooking up a TV to an antenna to pick the strongest signals up. Raspberry PI + $25 USB SDR (software defined radio) and you can watch the ADSB signals in your area, unfiltered.

That aircraft belongs to Phoenix PD. Nominally fixed wing surveillance runs orbits around the target. An offset like that would lead to a very long look at the far side of the orbit. I am guessing their point of interest is in the middle of the track.
