ANY lockdown should end immediately but if a phased approach is insisted upon, it cannot have milestones like this. It MUST include clearly defined DATES, hard deadlines after which there can be no turning back, not for a decline in the rate of vaccinations, not for the appearance of "new strains", not for any reason. If May 31st is the day all anti-covid measures end, that's when they end, period full stop. No moving goalposts, no "oops people stopped going to get vaccines", no "oh look at that, a new variant we don't think the vaccine works on".
