He wants SLC to be "Silicon Slopes" and he believes that unlimited immigration from India is the best way to accomplish this. Clearly he has never worked in a company that hired most of their programmers from India, or he'd know that an American high school graduate who's willing to learn outperforms 99% of the Indian "programmers" with "masters" degrees.
I've heard that when getting degrees, Indians are allowed to use Wikipedia as a source, while most (possibly all?) universities in western countries won't. There's also the inherent cultural differences that they will never fully understand.
