This effect can be mildly disorientating particularly in the height of battle. It can be easily achieved with half white and half black in some simple geometric pattern. It's almost overloading the system as well with two faces to process at once.
Warpaint or face paint can be used to achieve other visually disturbing effects as well but this one is particularly prominent. It's a bit similar to the effect Zebra try to achieve, optical illusions or just borking the optical system which can have an effect beyond just blending in such as psychological disarray.
If you watch Zebras you'll notice sometimes you can't tell where one begins and the other ends and you'll just go WTF. If you get your optical illusions right you may even achieve inducing nausia In your target.
If you look at that picture in the link you'll probably notice the face almost kind of disappears especially if you try to look at it from afar or indirectly. Almost like it's actually behind a grid.
You could probably do some experiments with a 3D modeller like blender. Just find an open source picture of a person and start messing around with designs to sort of make human Zebra.
I noticed this effect seeing that tattoo in a page about worst tattoos years ago. I also noticed it more recently in a game where you can choose your characters war paint when you cycle through it one of the styles is just half the face painted black and it invokes this different effect to all the rest.
You could try with various different patterns and also fall body then also messing around with clothing or copying and pasting models to make human Zebra.
Though the real question would be what kind of war paint screws up the optical system the most. What about just a big black circle in the middle of the face?
Also things like painting false facial features close to real over a face. I would also say painting out facial features to almost erase the face to a canvas but that's just make up.
Perspective tricks could be interested like a hole in the mouth or what looks like an open mouth on the cheeks or one of those holes or bulges.
Common trick to freak people out is to paint something on the eyelids including another set of eyes.

If you're following it's principles for optical camouflage and illusion only rather than art and perhaps combine it with some kind of shades to eliminate the eyes otherwise contacts I think you could make a faceless legion without wearing masks that would be quite freaky.
