In all likelihood, they don’t want to turn over the router images or configs because it would show how horribly configured or out of date the router OS is. You are right, it would likely include only ip addresses, routes to other networks and internal server addresses for NTP, or jump hosts, etc.
They can easily redact admin passwords if they are even in the config, which then makes you wonder why they don’t have some sort of NMS instead of just SSH access for config changes.
It’s very common for this information to be asked during audits and have it supplied in full or redacting sensitive info. Typically, it’s not ALL devices audited but a sample of devices based on a list provided (unless the auditor is doing a full forensic audit)

What they are referencing is that they don't want to release the images because it will give away information about law enforcement.
