And if you're using an ADS Administrator account you can pretty much do what ever the fuck you want unless the DENIAL part of ADS is used...and in my 25 years of working with Microsoft product I have NEVER seen ANYONE use the denial side of ADS with any success because it's a cluster fuck.
To be specific, the software they are talking about is SQL Server Management Studio (SSMS).
If you have a windows administrator account (either local or ADS) you can easily login to a windows server or PC and then fire up SSMS and login using windows credentials.
SSMS literally ASKS you at SSMS login if you want to use your windows login to login to SSMS. It also asks you which database you want to access by giving you a list of ALL the Databases it discovered.
Once inside SSMS you have full access to everything.

I have no idea what tcp/up traffic should look like but took my first courses in tcp/ip and the use of sniffers to troubleshoot networks in 1992. I am no netwoking expert but can understand the conclusions of network experts from a managerial POV.
