I think it actually applies to any government.

We are supposed to have the freedom to elect our officials, and then our constitution and the overall idea of human rights gives us freedom from government on a few things

True Freedom would mean no government can tell you what to do.

Of course, nobody looks at freedom that literally and that's clearly not what they are trying to do

They're not entirely wrong. Typically more government tends toward less individual freedom, even here in the United States. The Bill of Rights was written to clearly state the freedoms that government was not supposed to infringe.
