I think one problem is that presidents are basically a bunch of pussies who've never actually been in the real military. They literally don't comprehend anything about the military so they essentially have to 'trust' that the generals are doing what is correct.

W. was in the military, but he was barely in for 4 years and was a pilot who flew around during a period of absolute peace and did essentially nothing. As the son of a congressman, he basically was just on a fun vacation playing with planes.
