Good news is handbrake by default adds a lot of metadata to the new encoded file.

Someone who knows what they are doing can look at the file in evidence / the defense received, and it will become obvious. Unless the person who encoded it knew about this and went to the extra effort to remove that metadata.

This is the bureaucracy of the government -this is The State". Its literally 100's of thousands of people in positions that they've no business being in -doing things they have no business doing. How does one like Fatlock or flufferbuttplugger get into these positions with such responsibility and supposed respect? Then I look at the local PD and that question arises... then I look at the schools and think where the fuck did these teachers come from? Then I look at these large institutions like banks or corporations of any kind and think the same things.... Our great nation has had this cancer(I'm thinking of all the footage of the "riots" and thinking if those degenerate kids' parents) for a long time and it wasn't always here and it didn't pop out of nowhere -it was given to us. Thank God we have the equivalent of the most superior white blood cells(honestly -no pun intended but it is ok to be white) that is taking on and cleaning up this cancer. Its happening. He showed the folder for the Desktop. It wasn't very cluttered. 2 of the less than probably 10 items there were transcoding programs that are free, but not included with windows. And you're probably right that noting will come of it, bit that doesn't mean it's meaningless. There are logs on there of what videos they transcoded, but I'm sure they've deleted them by now.

My sincere question is, as the fat guy prosecutor was stating, the detective who was trying to e-mail the files over e-mailed them in a compressed format; which the prosecution then forwarded to the defense.

However, the detective supplied the prosecutors with a USB stick containing a non-compressed version.

So, is it possible that the detective was trying to compress this file so he could e-mail it?

We need the detective on the stand.

There are 2 main aspects to video file formats.. Container and Compression algorithm. Container can be the file format in general, like .MKV, .MP4, .AVI. Changing a container only generally will not affect quality unless the container itself has limits on resolution etc. Generally it won't. The second aspect, the compression algorithm is what will affect the video quality. These are codecs like .H264, .H265, .HEVC, .3GP etc. Changing those WILL cause the video to go through a recompression. If the source is already compressed, then you will be losing more information. And you will know you are doing this because in general you are asked what compression level, bit depth etc you want when changing codecs.

I should add, it doesn't matter if they chose a default codec setting. The fact is they intentionally saved a different version of the file and gave that to the defense.

These are codecs like .H264, .H265, .HEVC, .3GP

HEVC is another name for H265, and 3GP is a container.

Other video codecs include VP8 (competitor to H264) and VP9 (competitor to H265), as well as AV1 and H266 (next generation)

H264 is also known as VC1, and H266 is also known as VVC.

H264/H265/H266 are proprietary codecs, although the patents for H264 have all either expired or are about to expire very shortly.

VP8/VP9/AV1 are all free to use for anyone without any licensing fees.

Lossless transcoding would normally balloon the filesize, you can however just change the container without changing the video for if you were removing/dubbing audio.

in ffmpeg you can copy the video and audio into a new container by just doing this:

ffmpeg -i "input_file.mp4" -c copy "output_file.mkv"

Handbrake is THE utility for granularly manipulating videos to get the right format for content creators. It's basically the backup program for when more commercial editors keep crashing or corrupting the output.

I'm saying changing the video file without loss to the video stream would usually make the filesize HUGE and so to answer the parent question, it's possible to keep the stream in tact, it's possible to do a lot of things with that video editing utility.

Handbrake is essentially a front-end GUI for ffmpeg, to make it easy to use.

If you know what you are doing, you can just use ffmpeg directly, or incorporate ffmpeg into your own programs.

Personally, I wrote my own front-end for ffmpeg in Python

If I want to rip things from DVD or blu ray, I usually use MakeMKV. It can rip them without re-encoding.
I'd rather avoid re-encoding unless there's a specific reason to re-encode them.
