In 2009, Bush was the keynote speaker at a Schwab event where they invited the top independent financial advisors in the country. I was not on the invite list, but a few of my colleagues were. These are sharp guys, and they were blown away about how intelligent he was. Just the opposite of what they'd been led to expect.

My in-depth history knowledge only goes to the Middle Ages, but I do know a bit about the Classical Antiquity, and I do know the concept of causus belli was important to the Greeks and the Romans, though they had a looser view of what valid. That said, whether people agree with it or not, Russia's alliances with Donetsk and Luhansk provided a legal causus bellum (specifically, causus foederis, which involves offenses or threats to allies but excludes any against a particular state, in this case Russia). So the Russian invasion may not be (depending on opinion) morally justifiable, but it is justified in the only way that truly matters, and that is legally.

Yes, that would be perfectly legal. If those regions of Texas first declare themselves independent, and entrer into an alliance with Mexico. Russia didn't just decide Donetsk and Luhansk were independent, and declare war. First Donetsk and Luhansk declared themselves independent, then Russian recognized those claims and entered into an alliance with each of them. The alliance is what gives causus belli, not the matter of independence.

Now, that's not to say Russia didn't have ulterior motives. They certainly did and do. That much we can all agree upon. Russia had no great reason to enter into either alliance given they really don't get much in return on paper, but at the same time they couldn't respond to NATO encroachment until attacked without a valid causus belli, which the alliances gave them.

Note it isn't required that your causus belli be provided with honest intent, just that it exist, a fact Russia made full use of here.
