A couple years ago, PA AG Josh Shapiro (rabidly antigun nutjob) reinterpreted the PA constitution and state laws. His new interpretation required all 80% lower sales to have a background check like a handgun. This was impossible to do thought, as the 80% doesn’t have a serial number.
Shapiro’s argument was that “anyone, including prohibited persons, could make a firearm at home in less than 30 minutes” which is laughably untrue. The average person probably needs 4+ hours their first time. Maybe after completing a dozen or so they could do it in 30 mins.
He got overruled by the commonwealth’s Supreme Court, thankfully. Unfortunately though, this same asshat is running for Governor currently.
Even after having done half a dozen it still takes me like 3 hours, minimum. You can go faster but you risk doing severe damage to your mill and you might compromise the receiver. The jig, drill press, router, cutting flue, and mill bits alone cost like $600, minimum.

If you build a gun, and later decide you don't want it or can't have it (say laws change or you move states) it is legal to sell, but it has to be serialized at this point and you'd better have good evidence you didn't build with intent to distribute.
In most cases, probably not worth trying so it's effectively illegal to sell homebuilt firearms without a FFL.

I can print frames for 3 bucks, drop some milled aluminum rail inserts in, and be all set. One of the “rail vendors” (a shop that sells rails for 3D printed gun builds) ran off a couple sets of the BHP rails I designed on a CNC mill (I used a manual for mine and wanted to verify that my spec was spot-on), and those rails work great – which was really the biggest speedbump in this project – the rails can be sold from a vendor and work great with no fitting of the rails. Cost on the rails might end up being $50ish since they are more complex than Glock rails, but that beats coughing up hundreds for a new frame.
No they aren’t long term viable firearms more of a freedom inspired novelty than a real tool. This ATF rule is more to do with 80%kits where you get a block of metal and instructions on how to mill it out into a real gun frame.
If you do it right it will make a real, durable gun. Honestly I wouldn’t buy anyone’s homemade 80% kit or 3D printed gun but that doesn’t mean the Fed’s are allowed to infringe.

Durability of 3d printed frames will depend on the specific materials/settings used.
Pistol caliber 3d guns can last hundreds to thousands of rounds. Rifle calibers don’t do as well.
With some printer upgrades and more exotic materials like glass filled zytel you can approach durability of standard polymer frames.
The biggest weakness of the PLA most folks use is heat exposure, a PLA Glock will handle consecutive mag dumps fine but the frame can easily melt if you leave it in a hot car.

A couple years ago, PA AG Josh Shapiro (rabidly antigun nutjob) reinterpreted the PA constitution and state laws. His new interpretation required all 80% lower sales to have a background check like a handgun. This was impossible to do thought, as the 80% doesn’t have a serial number.
Shapiro’s argument was that “anyone, including prohibited persons, could make a firearm at home in less than 30 minutes” which is laughably untrue. The average person probably needs 4+ hours their first time. Maybe after completing a dozen or so they could do it in 30 mins.
He got overruled by the commonwealth’s Supreme Court, thankfully. Unfortunately though, this same asshat is running for Governor currently.
Even after having done half a dozen it still takes me like 3 hours, minimum. You can go faster but you risk doing severe damage to your mill and you might compromise the receiver. The jig, drill press, router, cutting flue, and mill bits alone cost like $600, minimum.
That's because you can only do like 5 thousandths of an inch per pass with a mill. It's inherently slow. Doesn't matter what you're making.

Agreed, much easier to buy than to build. Even with a drill press and files, I would make the argument that it takes more than 30 minutes for a reasonably competent individual to drill, file, and assemble an 80% on their first try.

The actual federal law is that you cannot manufacture with the intent to distribute/sell.
If you build a gun, and later decide you don't want it or can't have it (say laws change or you move states) it is legal to sell, but it has to be serialized at this point and you'd better have good evidence you didn't build with intent to distribute.
In most cases, probably not worth trying so it's effectively illegal to sell homebuilt firearms without a FFL.

I do think Ivan does development pieces that are pure plastic but they wear out quickly without the metal bits.

If you do it right it will make a real, durable gun. Honestly I wouldn’t buy anyone’s homemade 80% kit or 3D printed gun but that doesn’t mean the Fed’s are allowed to infringe.

It’s just a plastic frame which is the serialized part in the US. In Europe and other less free places they serialize and restrict most all gun parts.

Durability of 3d printed frames will depend on the specific materials/settings used.
Pistol caliber 3d guns can last hundreds to thousands of rounds. Rifle calibers don’t do as well.
With some printer upgrades and more exotic materials like glass filled zytel you can approach durability of standard polymer frames.
The biggest weakness of the PLA most folks use is heat exposure, a PLA Glock will handle consecutive mag dumps fine but the frame can easily melt if you leave it in a hot car.
