By the way, that was done in New York City during the 1980s in response to the aids epidemic. It was not considered controversial then. My how times have changed

That is a legit medically supportable idea - and it was the original purpose of public health emergency laws that permit temporary intervention to try to clamp down on an infectious disease.

In 1991 a European a gay activist with aids announced that he was coming to San Francisco in defiance of the prohibition of passengers carrying communicable diseases. INS at SFO/SF announced they would refuse him entry.

The mayor of SF sent a SF aids activist and a police detective to SFO, and gained entry to the Customs area/jetway with the idea of getting him into the country In the end, the Administration ordered INS to admit him. Probably went directly to a bathhouse.
