They've been doing these as a loophole to bypass the filibuster slowly boiling us without us being able to fight back. GEOTUS could have pulled the rug but that would have been too painful too fast and wouldn't have ended well.

If they ended the filibuster then they won’t be able to stop us after November - but by sneaking in their spending by reconciliation they are able to get away with only 50 votes.

This leaves the fili in place to use against us, and somehow the same reconciliation trick won’t work for what we want.
