He kept his head down and wouldn't discuss anything he saw there for fear of reprisal and because he was only a year or two from retiring. He passed on over two decades ago. He didn't live much after retirement. He also has an adult daughter with a developmental disability that relied on his benefits. I think the stress got him.

Today Federal tax collectors are not allowed to keep collections for themselves. They turn the funds into the Treasury, after which the government gives the money to Ukraine, Israel, etc, which kicks much of it back to government officials who then keep it for themselves.
Obviously the Roman system had fewer moving parts.
The tax collectors were allowed to tack on an extra fee to pay their bills, since they weren't getting paid by the Romans. But those extra fees became larger and larger so the tax collectors could live lives of luxury, and they'd tell the centurions you didn't pay your taxes if you didn't pay whatever fee the tax collector set.

Good works can be an indication that one has been born again, but the only sign commanded to prove repentance is baptism.
